Competitiveness and Innovation Framework Programme

Acronym CIP
Programme owner EC, DG Enterprise & Industry
Budget CIP has a budget of approximately EUR 3.6 billion according to the Indicative Budget Overview for 2007-2013. The sum is distributed to the three specific programmes in the CIP framework:
 
  • Entrepreneurship and Innovation Programme (EIP): EUR 2166 million
  •  
  • ICT Policy Support Programme: EUR 728 million
  •  
  • Intelligent Energy Europe Programme (IEE): EUR 727 million.
  • Deadline Runs from 2007 to 2013
    Target groups All kinds of enterprises (particularly small-and medium-sized) of the Member States;
      Public institutions/authorities
    Topics CIP has specific research activity topics that can be sorted by the three main programmes:
      Entrepreneurship and Innovation Programme (EIP)
     
  • exchanges of best practices between Member States and evidence (innovation trend chart, inn barometer, innovation scoreboard)
  •  
  • ensures capital instrument for high growth and innovative companies;
  •  
  • securitisation" of bank's SME loan portfolios;
  •  
  • enhanced role for innovation and business support networks
  •   II. ICT Policy support Programme:
     
  • stimulates the new converging markets for electronic networks, media content and digital technologies;
  •  
  • tests solutions to the bottlenecks that delay wide European deployment of electronic services ;
  •  
  • supports the modernisation of public sector services;
  •  
  • actions to develop the single European information space and to strengthen the internal market for information products and services;
  •  
  • inclusive information society;
  •  
  • more efficient and effective services in areas of public interest and to improve quality of life;
  •  
  • fragmentation of the European digital content market;
  •  
  • supporting production and distribution of on-line European content;
  •  
  • development of common approaches and coordination actions, the sharing of good practices in the aforementioned fields.
  •   III. Intelligent Energy Europe Programme:
     
  • encourages the wider uptake of new and renewable energies;
  •  
  • improves energy efficiency;
  •  
  • fosters compliance with the energy regulatory framework;
  •  
  • increases the uptake and demand for energy efficiency;
  •  
  • promotes renewable energy sources and energy diversification;
  •  
  • stimulates the diversification of fuels and energy efficiency in transport;
  •  
  • helps to increase the level of investment in new and best performing technologies;
  •  
  • bridges the gap between the successful demonstration of innovative technologies and their effective introduction to the market to achieve mass deployment;
  •  
  • strengthens the administrative capacity both to develop strategies and policies and to implement existing regulations.
  •   CIP and FP7
      The two schemes will mutually reinforce each other.
      Support of trans-national cooperation between research driven regional clusters will complement similar activities of the CIP focusing on regional innovation actions and policies.
      CIP:
     
  • downstream parts of research and innovation process;
  •  
  • innovation support services for technology transfer and use;
  •  
  • market take-up of existing new technologies;
  •  
  • development and coordination of national and regional innovation programmes and policies;
  •  
  • availability to external sources of financing.
  •   FP7:
     
  • trans-national cooperation in research, technological development and demonstration;
  •  
  • mobility actions;
  •  
  • innovation needs of industry sector.
  • Type of support Multiple funding schemes and instrument in co-existence:
     
  • Community financial instruments;
  •  
  • Business and innovation support services (equity, venture capitals and loans through European Investment Fund (EIF);
  •  
  • Networking between stakeholders (“flow” of knowledge and ideas which is a crucial condition for innovation).

    Eligibility

    Organisational The applicant enterprise must be based in a Member Country or in a third country with regard to the special conditions. Enterprises of all Member States may participate in the Programme.
    Economic The aim must be suitable for the declared policy areas.
    Scientific All fields of science that are connected to the declared programme goals are considered eligible for the participation.
    Geographic All enterprises from the eligible countries:
     
  • Member States;
  •  
  • EFTA countries which are members of the EEA;
  •  
  • Candidate countries benefiting from a pre-accession strategy, according to the respective Framework Agreement and Association Council Decisions;
  •  
  • Countries of the Western Balkans, according to the Framework Agreement concerning their participation in Community programmes;
  •  
  • Other 3rd countries, when agreements so allow.
